Article Processing Charge (APC)

Transparent publication fees, payment arrangements, waivers, and editorial independence.

1. Submission and Review Fees

JHNR does not charge a manuscript submission fee. No APC payment is required during initial submission, editorial screening, peer review, or manuscript revision.

A manuscript rejected during editorial screening or peer review does not incur an APC.

2. When Is the APC Payable?

The APC becomes payable only after a manuscript has received a formal acceptance decision from the authorized editorial team.

The journal administration will issue an official invoice or payment instruction following acceptance.

3. What Does the APC Support?

The APC contributes to the operating and publishing costs of the journal, including:

• Editorial workflow administration and peer-review coordination.
• Publication ethics screening and documentation.
• Copyediting, proofreading, and technical quality control.
• Article layout, typesetting, and final PDF preparation.
• DOI registration and bibliographic metadata services.
• OJS hosting, maintenance, operational backups, and online journal access.
• Scholarly dissemination and journal administration.

These descriptions identify journal operating activities. They do not imply that an individual APC purchases a particular editorial outcome or indexing result.

4. Partial Waiver Policy

Eligible authors may request a partial APC waiver of up to 25%, subject to individual assessment and available resources.

Potential eligibility includes lack of research or publication funding, student status without financial sponsorship, or documented exceptional financial circumstances.

Waiver requests must be submitted during initial manuscript submission or no later than the first revision stage. Requests made after formal acceptance are not eligible under the current waiver policy.

Waiver applications are handled separately from the scientific evaluation of manuscripts. Eligibility does not guarantee approval.

5. APC and Editorial Independence

APC payment and waiver decisions must not improperly influence reviewer selection, review recommendations, or final acceptance and rejection decisions.

6. Payment, Withdrawal, and Refunds

An accepted manuscript may enter publication production after completion of the relevant administrative requirements.

When an author requests withdrawal after formal acceptance and APC payment, the published Refund Policy governs whether the fee is refundable.

Requests involving duplicate payments, incorrect invoices, or other administrative payment discrepancies should be referred to the journal administration for examination under the applicable Refund Policy.

Unpaid APC balances and requests to withdraw an unpublished accepted manuscript are handled through the journal's manuscript withdrawal and administrative procedures.

Withdrawal before publication is distinct from retraction of an already published article. A retraction is a scholarly record correction mechanism, not an APC collection procedure.

7. International Payments

The official JHNR APC is denominated in Indonesian rupiah (IDR).

Any equivalent amount displayed in another currency is indicative and may vary with exchange rates. The applicable payment amount and currency will be specified in the official journal invoice.

Authors should confirm payment methods and any applicable bank transfer charges before making international payments.
